TO: All law enforcement professionals
FROM: Henry Barker, Deputy Chief of Police, Center City
RE: Roadblock
This memo is to alert all personnel in Center City precincts
24-32 of a multi-area roadblock enforceable as of March
14. As you know, current events have brought about a major
change in security on all levels. This is why Center City
has been asked to conduct routine checks of all motorists
coming in and out of "potentially dangerous" areas.
In order for the Center City Police Force to effectively
move motorists through quickly and with ease, the city commissioner
has requested all law enforcement officers assigned to the
roadblock this weekend to adhere to the following scripted
protocol when questioning motorists. It is our sincere hope
that by using these simple guidelines, the CCPD will be
able to more closely examine and determine threats to our
community and country. Please adhere to the following
script when approaching the driver of a stopped vehicle:
Quick Reference:
ONCE AUTOMOBILE IS STOPPED:
Officer: "Hello (sir/ma'am).
I am officer _______ and I have asked you to stop
your (car/truck) to ask you a few questions."
WAIT FOR MUTUAL GREETING
Officer: "I hope you don't
mind my taking a look at the contents of your (car/truck)
to ensure that you have not been drinking or carrying
any harmful substances."
OBSERVE CONTENTS OF PASSENGER SEAT/BACK SEAT
Officer: "(Sir/Ma1am), I have
(discovered/not discovered) this(suspicious/unsuspicious-looking)
object in your (car/truck)."
IF APPLICABLE, POINT/GESTURE TO OBJECT
Officer: "What is this?"
WAIT FOR RESPONSE
Officer: "(Sir/Ma1am), do you realize that this
object is (dangerous/safe)?"
WAIT FOR RESPONSE. IF MOTORIST ANSWERS "YES":
Officer: "You (should/should
not) have this object."
IF MOTORIST ANSWERS "NO":
Officer: "Well it (is/isn't)."
WAIT FOR RESPONSE
Officer:"I am now going to
(take this object/leave this safe object) in your
car. Do you realize that owning this object can (cause
your arrest/have no negative impact)?"
WAIT FOR RESPONSE
Officer: "Thank you for stopping.
You may now (go/go to jail)."
